Dawes says that testability is totally necessary, although it is important. He does say that perhaps a scientific  explanation needs to be testable.

I wrote a lot previously, but blogger destroyed all my progress.

This chapter contains the bulk of Dawes argument, and he lays out the consideration of theism as an explanation, seen in the light of the above criteria.
